The government presented its draft plan for renewed energy savings measures in December 2004, which defines the political framework for future energy savings measures.
The plan includes a short-term target for the annual effect of energy savings measures being at least 1% of consumption and a long-term milestone of holding consumption (excl. transport) at current levels until 2025.
The new central initiatives designed to increase achievement of financially-attractive energy savings represent a tightening of the energy provisions in Danish building codes for new and existing buildings, a new act on energy savings in buildings as a first step towards more effective labelling and inspection schemes for boilers and ventilation systems, and a new circular on energy efficiencies and procurement by state institutions. In addition, it contains a large number of new initiatives addressing various forms of energy consumption.
The plan is intended to provide more efficient organisation of energy conservation and one of its specific proposals is the establishment of an Energy Savings Forum, which will ensure better coordination and prioritisation of conservation measures. Finally, discussions will be held with the various parties on future organisation based on pre-determined principles.
