Review of Energy Saving Activities

The review of the Danish energy saving activities, which was initiated in the spring of 2008, is now completed.

The review was carried out in accordance with the political agreement of June 10th 2005, which states that a review of the combined Danish energy saving activities should be carried out in the course of 2008.

The review was carried out by a consortium comprising Ea Energy Analyses, Niras, the Department of Society and Globalisation (Roskilde University) and 4-Fact. The review is carried out on behalf of the Danish Energy Agency.

The following initiatives and measures are included in the review:

  1. Energy taxes and the CO2 emissions trading scheme
  2. Saving activities delivered by delivered by the grid and distribution companies in the electricity, natural-gas, district-heating and oil sectors.
  3. Energy labelling of buildings
  4. The Danish Electricity Savings Trust
  5. The energy provisions of the building directive
  6. Energy labelling and standards in relation to electric appliances etc.
  7. Directives on energy savings in the public sector
  8. The voluntary energy efficiency agreement with industry
  9. The energy savings fund of DE-Net

The main focus of the review is concentrated on the saving activities of the grid and distribution companies, energy labelling of buildings, and the Danish electricity savings trust.

The overall purpose of the review is to assess whether the current measures are sufficient and whether their organisation is efficient compared to the objectives laid down in the political agreement of June 10th 2005 on the future energy savings effort. Furthermore, the review seeks to contribute to the strengthening and further development of the Danish energy saving activities.

The publication of the review consists of a main report and an annex report. Furthermore, there is a substantial technical appendix.

The review is carried out by an independent consortium, and the consortium is therefore solely accountable for views and assessments included in the review.

On basis of the assessments of the Danish energy saving activities, the review includes a number of recommendations in regards to the future energy saving activities.
